A structural ceiling collapse was closed inside a chain whose published manager, supervisor, and officer standards did not require core building-trade credentials.

When the case reached the credentialed Building & Safety lane, the technical failures were identified but responsibility was sent back to Code Enforcement. This is not a hypothetical concern about what might go wrong. It is the documented failure the credential boundary was supposed to prevent.

Average reported compensation per listed employee is almost identical. West Hollywood’s combined per-resident cost is nearly twice San Francisco’s. Yet the public-facing record here ended with “maintenance completed,” not a written inspection report, correction notice, reinspection record, or verified abatement. A smaller city may have fewer cases. It does not get fewer facts.

San Francisco reports that its contribution figure includes unfunded-liability payments; West Hollywood reports that its figure does not. This is a scale-and-resourcing comparison, not a productivity ranking.

SAN FRANCISCO IS NOT PERFECT. BUT IT IS ACCOUNTABLE.

San Francisco reports each program separately. The public can see how much money it received, what it promised to do, what it actually delivered, and whether it met the target. West Hollywood has conveniently decided the public does not need that level of detail. Instead, it combines different service providers into one broad “system level impact” report and assures us that the real monitoring happens internally.
