Repeated entry into the patio

UNLAWFUL ENTRY.

These recordings document repeated entry into the patio attached to the unit. No invitation was given and no advance notice was provided. The written notice sent the following day is preserved directly beneath the first recording.

After I had already filed a formal complaint, he unilaterally installed this small lattice gate, as though a dog-door-sized barrier could substitute for the removed privacy fence and somehow make the patio private and secure again. It did not.

But he would not stop. I submitted more than 40 videos to the City documenting him entering my patio, directly or by proxy through his dogs.

Repeated Dog Waste in Exclusive Patio and at Front Door

Despite repeated notice to stop, my landlord allowed his dogs to repeatedly defecate in my exclusive-use patio and at my front door. This conduct increased in frequency beginning in 2024 and escalated following the ceiling collapse and City involvement. The repeated presence of animal waste interfered with my safe and sanitary use of the premises and caused significant distress, particularly given my medical vulnerability.

Known, Willfully Unremediated Animal Waste and Contamination in the Sole Access Pathway

My landlord has an alternate means of entry and exit; I do not.

Approximately one hour after his dog defecated in the access pathway serving my unit, my landlord approached the precise location of the waste and returned inside without removing it. The same waste remained present for multiple days thereafter, establishing direct observation and a willful failure to remediate.

Despite visual confirmation of the nuisance, the dog is permitted to run in and around his feces unleashed and unsupervised, spreading potential pathogens throughout the property.

Pieces of dog waste in varying states of decay are stuck to the exterior tile of my unit. Over the last seven months, it has exponentially escalated, and I no longer leave my house, even to do laundry. The rain has helped superficially, while increasing the spread of pathogens.

West Hollywood's adopted animal-control rules

THE RULE WAS NOT OBSCURE. WEST HOLLYWOOD WROTE IT INTO ITS OWN CODE.

Los Angeles County's public Animal Regulations page tells pet owners to keep their animals from becoming a nuisance, regularly remove and dispose of pet waste, and restrain dogs on a substantial leash no longer than six feet on public property or common areas of private property.

West Hollywood did not merely rely on that general County guidance. Its adopted Animal Control Ordinance requires a dog to be restrained on a substantial leash no longer than six feet in common areas of private property. It also requires the animal's custodian to remove feces immediately from private property not owned or possessed by that person and dispose of it in a sanitary manner.

For purposes of enforcement, West Hollywood defines “Department” to include the Los Angeles County Department of Animal Care and Control, the City's own Code Compliance Division, or the West Hollywood Sheriff's Department. The City's own enforcement division is written into the law.

The evidence above is not a dispute over etiquette. It records off-leash dogs in the sole access path and feces left at a tenant's front door and in an exclusive-use patio.
